Job description: First Resources of Ottumwa is searching for a dedicated Full-time Human Resources Specialist and Recruiter.Acts as the liaison between potential candidates and the agency. Works in conjunction with the Human Resources Director and other members of the Human Resources team. Is trusted as an accurate source of information as confirmed by personnel reportsMonday – Friday 8:00am – 4:30pmEssential Job Functions:
- Perform the sourcing, interviewing, screening, hiring and placement of qualified candidates.
- Maintain the database of qualified candidate for future placement.
- Conduct phone and/or in-person interviews.
- Communicate both verbal and written offers; schedule and monitor pre-employment clearance.
- Track and maintain CEU’s database.
- Track and maintain proof of auto insurance
- Complete yearly driving and criminal background checks for all employees.
- Order business cards and name tags for all employees as needed
- Oversees advertisement and posting of internal and external employment opportunities.
- Diligently searches for new ways to recruit staff using all means of media, including social and print.
- Attends job fairs and markets the agency as needed.
- In collaboration with the Director of HR develops and implements plans, programs and practices to boost employee engagement and moral and lower turnover rate.
- Is an active supporter of other human resources staff by helping in their absence and problem solving.
- Responsible for turning in date and information for the newsletter and In The Know with Marc Roe.
- Assist with date collection and dissemination.
- Maintains hard copy files of I9’s.
- Responsible to maintain the highest level of confidentiality always.
- Must maintain a professional appearance and work effectively with people.
- Ability to travel at least 30% of the time and to work occasional evenings and weekends for meetings and/or events.
- Ability to be flexible as the job may require late working hours outside of the normal business hours or filling vacant shifts.
- Performs other related duties as required to accomplish the objectives of the position, as assigned.
Requirements:
- Prefer a candidate with at least a Bachelor’s Degree in Human Services or related field. Otherwise, education with relevant experience will be considered.
- Prior two-years’ experience in HR setting.
- Must have access to a telephone.
- Must possess basic knowledge of computers and computer-based programs.
- Ability to embrace rapid change, meet multiple demands simultaneously and efficiently with little supervision.
- The ability to clearly communicate in oral and written fashion is required. Excellent customer service skills are essential.
- The HR Specialist and Recruiter will spend long hours sitting and using office equipment and computers.
- The HR Specialist and Recruiter may be located in a busy, open area office, and will be faced with regular interruptions. While performing the duties of this job, the employee is regularly required to talk or hear. Specific vision abilities required by this job include close vision and the ability to adjust focus.
- Must be willing to use personal vehicle when needed for work-related events and must be willing to transport members in personal or company vehicle when needed.
- Have the ability to travel independently, extensively in and outside the community and access a variety of offices.
- Able to lift a minimum of 40 pounds without restrictions. This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.
- Successfully complete the new hire orientation checklist.
- Satisfactorily attend all required trainings mandated by programming and the organization.
- Successfully complete the established medication administration training and pass medications accordingly.
- Must be able to obtain CPR/First Aid Certification within the initial 30 days of employment, and actively maintain certification throughout employment.
- Must have valid driver’s license and personal auto insurance as required by the State of Iowa and be insurable under the company’s insurance.
- Satisfactory results on background checks pertaining to criminal and abuse registries.
