Position open until filled.This position ensures the accurate and expedient processing of all payroll and benefit functions for the County. Performs technical payroll accounting functions, administers employee benefit programs, and maintains technical and payroll/benefits accounting records for the County.Essential DutiesESSENTIAL DUTIES

  • Processes payroll, benefits, and technical transactions for the County, in compliance with all applicable Federal, state and county rules, regulations and procedures.
  • Assist in developing systems and protocols to direct the collection, calculation and entry of pay data for County departments.
  • Deposit funds for payroll, payroll taxes, and payroll withholding in a timely manner.
  • Keep current on payroll tax requirements and relevant laws associated with the processing of employee wage data, payroll taxes, and other required state reporting (SUI, L&I, Paid Family Leave, WA CARES and any deferred benefits)
  • Assist in the processing of fiscal year-end reports. Document any discrepancies in payroll processing during the year to maintain a clear record of reconciliation and adjustments.
  • When requested, verify wages and benefits to assist Risk Management with L&I claims.
  • Assist in processing wage garnishments, pay levies, and other involuntary court-ordered payments in a timely manner, including reporting to the necessary State office or jurisdiction and assisting employees with general process questions.
  • Assist other departments with general questions related to payroll, leave accruals, wage deductions, fringe benefits, and other pay related issues. (Union and non-Union)
  • Perform filing and upkeep of employee payroll and benefit records.
  • Assist in updating and balancing payroll expenditures monthly. Make corrections as needed for other departments.
  • Annually provide information to the Auditor’s office for uncleared payroll warrants, compensated absences and OPEB.
  • Work with HR to coordinate Open Enrollment each year.
  • Generate computer reports as needed for Budget Director for all accrual balances.
  • Produce and report annual ACA documentation and submit files to the state.
  • Reconcile benefits each month.
  • Ensure payroll earnings that are being submitted s to DRS are correct.
  • Perform other related duties as required and assigned.

QualificationsMINIMUM QUALIFICATIONS:Knowledge, Skills and Abilities: * Knowledge of accounting principles as they apply to payroll and benefits.

  • Skilled in using computers and related payroll software applications for record keeping and reporting.
  • Skilled in establishing and maintaining effective working relations with County staff, officials, outside agencies and the general public.
  • Skilled in prioritizing work activities and using time efficiently.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to interpret and explain county policies and procedures to guide staff in accomplishing activities.
  • Ability to analyze and solve complex problems pertaining to payroll and benefits.
  • Ability to accomplish tasks under minimal supervision.
  • Ability to multi-task and maintain composure under pressure.
  • Ability to effectively use software applications such as Adobe Pro and Microsoft Office.

Education and Experience: (Required)

  • High school diploma or GED.
  • At least two years’ experience in payroll preparation OR an equivalent combination of education and experience, which would provide the required knowledge and skills to perform this major functions of this position.

Education and Experience: (Preferred)

  • At least two years’ experience in governmental accounting to include payroll, budgeting, accounts payable or general ledger.
  • Two year accounting or business certificate. Two years of experience may be substituted for each college year.

Supplemental InformationCertificates, Licenses & Registrations: * A valid Washington State Driver’s license and acceptable driving record.

  • Ability to obtain and maintain First Aid, CPR, and Defensive Driving certifications.

Expected salary: $53676 – 70464 per year
