Job DescriptionClosing Date: OPEN UNTIL FILLEDThe Department of Housing and Community Affairs seeks a Senior IT Specialist, to serve as a developer reporting to the IT Supervisor with responsibility for the development, maintenance and enhancement of databases, system applications, websites, portals, and other technology needed to support the various housing projects and initiatives for the County.The Senior IT Specialist must work across multiple databases and systems, ensuring appropriate data integration and functionality of internally and externally facing portals. The Senior IT Specialist serves as the subject matter expert that liaises with the Technology Business Enterprise Solutions (TEBS) team, business process users, and other stakeholders in the County.In addition, for system development and maintenance, the Senior IT Specialist will work in collaboration with other IT Staff, business analysts and users to design dashboards, system reporting functionality and other analytics for the department.The Senior IT Specialist should develop, test, document, and deploy code to support departmental iOS applications.Duties include, but are not limited to:

  • Serve as a developer and subject matter expert for DHCA systems
  • Design, modify, enhance and maintain database management systems at the request of business users or as a result of program changes, regulations, or technological developments;
  • Manage the system development life cycle;
  • Develop, test, document, and deploy system integration rules to support departmental data warehousing
  • Provide advice and assistance in the design, implementation, security and evaluation of databases and system applications;
  • Troubleshoot complex system development issues and address operational challenges;
  • Create and maintain comprehensive documentation of the system’s structure and functionality;
  • Create solution architectures and system demonstrations for project teams and various stakeholders;
  • Meet with business users, management, and IT colleagues to develop project requirements;
  • Develop and maintain reports and dashboards
  • Serve as the Department’s technical resource for setting up and deploying Microsoft Azure Dev Ops
  • Maintenance and support of DHCA IT equipment. This may include mobile device management, computer and peripheral device setup, ordering and inventory management, and end user training

Other information:The selected candidate must have strong system expertise in designing and implementing new systems, integrating data from multiple databases, and ensuring system data integrity.The candidate must be an innovative thinker, offering flexible solutions to effectively manage and produce outcomes amidst ambiguity or without clearly defined requirements or parameters.The candidate must meet deadlines, work collaboratively across multiple teams, facilitate project team meetings, produce plans, and implement effective and efficient approaches and methods to problems.The candidate must be able to serve as a systems subject matter expert and communicate verbally and in writing the various aspects of DHCA systems and its functionality and compliance with the law.

Minimum QualificationsExperience: Five (5) years of professional experience in the information technology field in areas such as programming, systems analysis, data/telecommunications.Education: Graduation from an accredited college or university with a Bachelor’s Degree in computer science or a related field, or certifications in specific programming languages or operating systems.Equivalency: An equivalent combination of education and experience may be substituted.Preferred CriteriaNo Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Applicants who meet minimum qualifications will be rated “Qualified,” placed on the Eligible List, and may be considered for interview.Qualified applicants will be selected for an interview with demonstrated experience in the following as indicated in the application documents:

  • Advanced web and mobile application development experience against the complete Microsoft web application development stack.
  • Extensive experience with C#, ASP.NET 4 and above and .NET Core 6+, MVC, EF and EF Core, Web API, and T-SQL.
  • Knowledge of Javascript frameworks such as Angular, React, or Blazor.
  • Ability to configure and maintain Microsoft Azure services such as Azure Cognitive Search, Notification Hub, App Service.
  • Experience with iOS and Android app development.
  • Knowledge of Azure Git/GitHub, and DevOps including practical experience.
  • Experience working with the Microsoft Power Platform, including Power Apps, Power BI, Power Automate.
