Under general direction provided by the Organizational Change Assistant Chief (Staff Services Manager II) with the California State Payroll System (CSPS) Project the Organizational Change (OC) Readiness Manager performs management duties to support the work of analysts performing work as Agency Change Experts (ACEs) to create awareness, understanding, acceptance, and commitment to prepare impacted stakeholders for the California State Payroll System (CSPS) Project. The mission of the Organizational Change Management (OCM) team is: CSPS OCM supports and guides Department Agency Readiness Teams (DART) to champion adoption of a modern payroll and personnel system through proactive communication and training. We do this, in part, by consistently demonstrating the values of clarity, credibility, communication, consistency, collaboration and customer care.
The CSPS project will replace the current personnel and payroll systems for state employees. CSPS will deliver a modern solution for human capital management including core HR functions (position control, personnel administration, benefits administration, and time management), travel and business expense and Payroll with employee self-service and streamlined business processes through innovative technology solutions. The project will impact over 300,000 state employees. The OC Readiness Manager will combine complex analysis on business needs with project management tasks, which includes in-depth analysis, evaluation, and planning for critical organization change readiness of the CSPS Project.Duties and Responsibilities:

  • Directs and oversees the work of the CSPS team of ACEs and provides guidance in relation to their work with the DARTs. Recruit, manage, and monitor the performance of the OCM Agency Change Experts and their activities. Ensure the ACEs are properly trained in OCM methodology and project life to perform their critical role in ensuring the DART Teams are supported and have the tools and information they need to ensure their departments are aware, understand, accept, and commit to the changes represented by the CSPS and prepare for successful implementation.
  • Serve as an internal OCM consultant when engaging with Business Process Owners (BPOs), Process Advisory Committees (PACs), and DART Teams. Coach and guide the ACEs in identifying needs and managing resistance.
  • Identify, analyze, and prepare risk mitigation tactics in accordance with the Resistance Management Plan.
  • Perform OCM activities in alignment with CSPS Project objectives. Gather data to prepare impact reports and assists the OCM Manager with maintaining the CSPS Project Communication Plan. Responsible for drafting multiple materials, prepare presentations for various stakeholders and collaborates with the OCM manager, project vendors, and project team members.
  • Responsible for collaborating with the communications manager to develop and present project updates at various HR and specialist forums ensuring verbiage is clear, accurate and presented in lay terms so stakeholders understand.
  • Oversees the implementation and maintenance of various OCM plans and registries (e.g., Resistance Management Plan; Stakeholder Management and Engagement Plan; Stakeholder Registry, Impact Registry, etc.); communicates project purpose, intent, impacts, benefits, and vision to project team members, stakeholders (all who have a vested interested in or are impacted by the changes) and sponsors.
  • Maintains sponsor and stakeholder relationships, roadmaps, and manage client outreach and communications using Stakeholder Connect, the relationship program system program software adopted by CSPS.
  • Represents the SCO on various functional and technical focus groups and task forces comprised of departmental, control agency and labor union representatives, to facilitate change and business process improvements that affect the design and configuration of the state’s future personnel and payroll system. Provides input, documents requirements, and supports the design and delivery of training programs.
  • Supports SCO and CSPS by performing other duties in support of efforts to facilitate the transition between legacy and CSPS solutions, which may fall outside the CSPS OCM team responsibilities.

  • Knowledge of Organizational Change Management purpose, principles, and methodologies; understanding of how people go through a change and the change process.
  • Ability to prioritize and respond quickly to changing priorities.
  • Ability to reason logically and creatively and utilize a variety of analytical techniques to resolve complex managerial problems.
  • Ability to develop and evaluate alternatives; analyze data and present ideas and information effectively.
  • Ability to gain and maintain the confidence and cooperation of those contacted during work.
  • Ability to apply concepts, best practices, methodologies, and principles related to OCM.
  • Ability to positively influence others to achieve results that are in the best interest of the organization.
